I don't know if that's more or less than your few extra pennies...
I wouldn't bother doing the intercooler until after a few other things...
1. Performance exhaust. There are many options, but with your location, stainless steel would be preferable. Most critical part is the downpipe - go with a 3" to improve flow. Jak Stoll, Taliaferro and many others have nice stainless and non-stainless exhausts.
2. Software upgrade. The 9-5 is Trionic 7, so you don't need to remove the ECU to upgrade, you just plug into the OBD 2 port.
3. Cold air intake/delivery pipe from intercooler to throttle body.
4. Suspension is already decent on the 9-5 Aero. If you want to upgrade further, you can get springs/struts, bigger swaybars, even coilovers. Also, some polyurethane bushings in the swaybars and control arms could be nice. I'm not a 9-5 upgrade expert, but there are many people on here who are. Look for posts by daveship. He lives in NH, his 9-5 was featured in the Boston Globe a while back.
5. Brakes. The 9-5 Aero has very nice brakes from the factory. If you want to upgrade, you will likely have to spend big $$$ to get anything significant.
6. Lights. Much as for brakes. 9-5 has much better lighting than the 9000 had. If you already have xenons, there is not much improvement to be had. If you don't, you could do xeonons, euro spec, or both. Check for road legality.
7. Snow tires. You can buy a set of 16" 9-5/9-3 alloys pretty cheap. A set of snow tires will make it a great winter car.
