Either can be okay, depending on circumstances. The oil has probably leaked out of the "springy" ones.
To really test them, immerse them in oil and pump the plunger while orienting the lifters so air can escape. If they "firm up", they're probably okay.
Actually I've had good luck restoring dead lifters by doing this in a bath of about 95% kerosene or diesel and 5% oil. Immerse them in the liquid, pump them *a lot* to make sure the liquid gets inside as much as possible, then let 'em sit for a few days and do it again. The kerosene will dissolve deposits inside and make the lifters work better.
When you're done doing this, pump them some more in air to get all the kerosene out. The 5% oil in the kerosene will coat the lifters and prevent them from corroding when they dry out.
