Before you tackel cool intake- tackle cooling the air from the turbo to the manifold. Ambient temps under the hood on a hot day (95ish) between the IC and a K&N stand alone- 98- cruising to 130 at idle/traffic. Regardless of the temp swing- when that air hits a 190+ (my guage ends here- but based on spitting- must acheive at least 212++) turbo- it's gonna get HOT! Cooling this air is the key.

An I/C fan is effective for reducing the heat-soak effect in traffic, but not when moving- the air flow (after a mile or so) alone will reduce temp. Moving oil cooler for more intake space can't hurt- ducts and directed flow on a hot I/C will help some, but only to a degree (no pun).

Water cooled is the most effective method. A custom I/C desgin would also help with cooling and volume.

not a fan of moving intake to wheel well- little breath room and tires/brakes get bloody hot- more truoble than result (BUT it does look cool!).

Before you cut for exhuast ports- exhaust engine cooling methods; more water- less AF (Watter Wetter if you must- I couldn't notice), low temp fan switches, synth and more oil- larger pan, new radiator, double (or custom) oil coolers. Keeping it clean doesn't hurt either!

Top duct seem best- side ports will work on the move, but will add little to traffic. There is lot room for heat venting in the engine compartment already- it's not a BMW 8-series filling the entire compartment. Tape a vidoe camera in there- see what's happening.

Recommend you get a cheap temp guage- with a cord... you can move it around and monitor hot spots and cooling times- kind of neat to watch too.

I like the topic!
