Well, the point of the 3" downpipe is to remove flow restriction, the mechanic just created two major flow restrictions! You might not notice seat of the pants power difference around town driving, but spool up time for the turbo and the final power made at high rpm would change, both areas where you need max flow w/out restrictions. It looks like the 3" pipe is bent down to 2" at those two indentations. You mind as well just stuck with the stock downpipe if this was how you were going to end up. How much was downpipe alone, and how much to cut and weld another one on the exhaust system and then reinstal the whole thing? That's how much the mechanic owes you, whether you choose to do the work or not. Perhaps if he's a trusted mechanic you had years of faithful service with you can present it to him and work out a deal. If you don't know the mechanic or have other independant saab mechanics around, you might want to approach him for damages knowing you may not want him doing repairs again to your saab. But if this is how he treats you and your car, I'd look elsewhere for a mechanic.
