Your symptoms seem similar to ignition or fuel management and there might be a simple solution (let's hope!).
At 28 psi, there is a fair amount of air/fuel resistance within the combustion chamber for the spark plug to ignite. Make certain the the plug is OEM NGK and gapped to .025". It might also be worth while to reinstall the OEM ignition coil since we do see some conflicts if mating the SAAB ignition distributor with an aftermarket coil. Although we haven't seen many conflicts with the MSD coils, it might be worth a test and reinstallation of the original SAAB coil.
Fuel management related symptoms could also be checked and you might want to start by making certain that your turbocharger to engine intake system is sealed. Pull every vac line (as they attach to the intake manifold), put the open end of these lines to your mouth and attempt a blow through.
Only the charc. canister purge should allow for some air movement but all other vac. lines should not allow for any air movement against pressure.
Also check your turbocharger to intercooler and intercooler to throttle body boots for any cracks as well as the intercooler seals (if original Blackstone).
