glowshift boost gauge brass t-fitting

Glowshift boost gauge comes with a t-fitting that has a brass piece in one of the barbs. The instructions (which I read after) says it reduces psi to the gauge. I cut it off thinking it was a plug (was 95 degrees in the shade here and my brain wasn't thinking). Do I need a new that brass insert?
Also, my vacuum HG is hovering around -12hg at idle but vibrating quite a bit. Is this normal?
