Ok, I am going to throw this to the brain trust and see which of you is far smarter than me on this. I've got a 1990T Vert with a mitsu turbo.

A bit of background first: For the past month or two I have been hypermiling, staying off boost, and generally driving like grandpa (getting phenominal mileage, though (26-32 mpg). Anyway, the brand new BPV I put in two months ago was making an incessant hooting as I passed atmospheric pressure (0 psi boost), but I was pretty reliably getting my normal 13-14 psi boost when I wanted it.

This morning, I am getting boost, but only from the state of vacuum to 0 to 1 psi, no more. I disconnected the power at the BPV to see if it was the APC, and there was no difference. Next, I disconnected the hose between the BPV and the turbo, and there was no difference (no runaway boost). I checked all of my hoses and they all seem tight. The rise in boost is very steady, nothing erratic, like a tear in one of the big hoses (which I've experienced before).

I am thinking that maybe my wastegate is stuck open (frozen in one position from lack of use, ----sadly, or perhaps the BPV is stuck open, or the vacuum advance capsule is not retarding my spark. Air filter seems a little dirty (I bought a new one and will install tonight). My plugs, wires (bougicord) and distributor cap and rotor are all about 2 years old.

Anybody got any ideas on this??
