How do I diagnose overboost?

My 1997 900SE started overboosting recently to the point of fuel cut. At first, I assumed my ECU had adapted to higher boost settings as a result of blending 50/50~gas/e85; so I ran the ethanol out, and have now run nearly three tanks of 92 octane. I have yet to see any adaptation, and have attempted several adaptation runs, which result in fuel cut, and a LOT of wasted fuel. I've been reading a lot of posts on the boards here, but haven't found any difinitive information regarding my experiences. I suffer overboost in all five gears, and fuel cut in gears 2-5. I've checked all my BPC hose connections, and verified that my wastegate actuator is moving freely. Last night, I unplugged the BPC to see if that would result in any change, but it did not. Shouldn't unplugging the electrical connector on the BPC result in base boost setting; does this mean my BPC is undoubtedly bad?
I read a thread about switching two hoses on the BPC to force the car into base boost mode; but I didn't fully understand it. Should I do this until I can fix this problem to avoid blowing my head gasket? Can somebody please explain what they were talking about? Thanks!
