Having been doing this exact thing on my 9k I can say:
If you go for the earlier spooling GT3071r 0.64 then you NEED cams really to break into 400 properly. I grabbed a cheap tubular header and should have saved the funds for the cams. The header was by no means a bad move at all but money better spent elsewhere.
In terms of real bhp benefit, the cams are much better than tubular header unless you are creeping to 500bhp imho. (if you had to choose one or other). The header is a nice flowing supplement.
With GT3071r 0.86 then 400 is achievable on T5 cams, just watch the spool up point - going to be 3500rpm+
GT28RS wont get there
GT2871r 0.86 should get you there but I have no experience of this turbo.
On a budget I am about to try the 260 9.2 reground T5 cams and see if they deliver much benefit. (stock T5 is 240 8.65). I have spoken to a chap who has been running these for several years in a 470bhp setup with no issues.
As stated - go with a tuner and work with them to get your bhp and power delivery goal. Just watch how much drivability you sacrifice for out and out bhp. With 400bhp you'll be fine though.
