Just a guess, but I think I have read that the 1999 cars only used one O2 sensor, whereas 2000 and forward have two. If true, the ECU will be looking for a second sensor input.
Another issue may be the communication protocal used between the ECU and ABS controllers as this changed with the 2000 model year too.
