Your biggest bang will be exhaust. Better breathing means better turbo response. A new downpipe with full 3" to the rear will not yield great HP increases, but it will get you vastly improved spool up. I have a K&N in the wheel well of my 97 aero, and it works fine, others have different opinions on that setup, but for me i like it.
Stage 3 is nice, it gets you to about 300hp, and thats when things start to get interesting in the 9000. if you want more you will have to do a new clutch, stock will hold at 300hp, but i found after about 6 months i started to get some slipping, so i went to a stage 1 spec, which is very drivable, but puts the power to the wheels when you get on it.
suspension is a must too. Bigger rear sway bar made a big difference for my car.
Remember, you are only limited by budget when you start modifying.
