Dave is certainly the most qualified here, and I've picked his brain many times. I use a graduated boost gauge from an autoparts store. disconnect the BCV solenoid (connector on the top of the radiator next to the coil - just two wire - and has the three boost lines on it) and go up a slight hill if you can find one, in third, and floor it and note the boost reading. adjust the rod to get the 7-9 number and then reconnect the BCV and do it *again* and see what happens. If your wastegate actuator is working properly, and your blowoff valve is too (aka hooter valve) and you don't have any vacuum leaks or issues with inlet hoses or your intercooler... you should get a good kick in the seat!
I had crazy Ken Hurt doing this on our race car at 2AM in the dark (no headlights on the car) and we were pulling about 22 psi on it. I had to back it down a bit!
