You have numerous logical problems in your post. First, you're drawing general conclusions on aftermarket gauges based on few cases. Worse, you're drawing general conclusions based on a SINGLE case of the OEM gauge. Worst of all, you're making a statement of accuracy for a gauge that has no basis with which to even make specific measurements, let alone accurate ones. Consistency and accuracy should not be conflated; both are important, but one does not preclude the necessity for the other. The OEM gauge does not have any markings, and is obviously only intended as a relative indication of boost pressure. You used an "accurate" gauge to determine equivalent readings on the OEM gauge. Thinking you can then apply this all OEM gauges is pure folly. Even if you could, having only two points of reference at 14psi and 25psi is of little or no practical value.
P.S. I put the word accurate in quotes because the likelyhood that your 2% gauge was actually certified in a traceable lab and provided with a signed certificate stating such, then the "guaranteed" accuracy is meaningless. It's easy for retailers to provide "gaurantees" of accuracy when they know 99.99% of the people buying them have no way of determining whether the gauge is within specs or not.
