I don't know the answers to your questions but this is what I'd do.
I'd go with the 35 mm bolts. Take the wheels off, screw one of the original bolts in an extra 2mm or so, spin the hub and see if it contacts anything.
If there's contact, you can grind 2mm off of each bolt and still go with the 35s.
