1988 900T Modified -- Boost drops off

I finally got around to working on the timing on the convertible. (it's at a vacation house -- sentimental value exceeding market value -- so isn't driven much.) Have Jak's Stage 1 chip, and Dave's oversized, adjustable, vacuum advance/retard canister (and lots other stuff, including Jak's Eclipse intercooler, 3" intake, injectors, fuel pressure, 3" exhaust; Zeitronix digital mixture display).
Fixing the timing (22 BTDC idle, about 12 at about 12 psi) eliminated the face-plant fuel cutoff that was prevalent (although it still happens occasionally).
When it's pulling strong, dash boost gauge gets in the red, but then drops back in the yellow. I wonder if it's the wastegate?
I simply didn't have the right plumbing to get simulated boost to the desired 20 psi. About all I could get was a little over 10.
Any ideas to (1) completely eliminate the occasional fuel cutoff (2) explain the dropoff in boost on the dash gauge?
