I had exactly these symptoms on my 1990. The grease in the U-joint basically dries out. A quick, temporary fix is to spray WD-40 on the joint while someone else turns the wheel. The WD-40 will dissolve some of the grease and restore the lubrication for a couple of weeks.
Eventually, I had to replace the U-joint assembly in the column. Upon removal it was so stiff I could barely move the defective by hand. The needle rollers were likely all scored up at this point.
Simon's test should give you an answer. Start trolling FeaBay for the part - it is very expensive new.
