I agree that tread pattern design has a lot to do with in but I wouldn't generalize as you did. I'm no expert but my Hakka snows are very quiet yet have very chunky tread, I do notice that the size of the chunks of tread are different sizes probably ensuring that no harmonic rhythm is created.
Just saying that I think there is a lot more to tread design than the size of the 'chunks' with respect to noise. Also, most tires get noisier as they wear. Again, my experience with both the Michelins and Hakkas has not proven this. However, my gf's Yokohama Advan Sport have been horrible with just a few months of wear. Her new Michelin Defenders are also not as quiet as they could be. Neither has chunky treat patterns.
The reviews at Tire rack are pretty good although most are for new tires. Still if there is anything related to noise, I will avoid the tire!
