With T7 you can simply unplug the valve electrically.
To bypass the valve entirely you plumb the wastegate actuator directly to the compressor, and plug the return hose port.
This will show you "base boost", which I suspect is lower than what you've just attained by closing up your vacuum leak.
Probably just needs adaptation at this point.
