Yep, Richard and Vince are right, it just depends on how much money you have to spend and if you are able to do all the unbolting and putting it back together yourself.
There really isn't any cheap way to rebuild one of these motors, many because pistons cost so much. My experience is: your bores are most always within spec, but your ring lands are worn out of spec, which means you can't get by with just re-ringing and honing. So, you have to buy pistons, what do you do...? Any pistons you buy will be a very large percentage of your rebuild cost.
Personnally I'm with GM, if you are not wanting to go over 200-225 HP, I'd start looking for a low milelage (less than 150K miles), motor to replace your present one. The best bet, is to find this in a running wrecked car, look for 17-18" steady vacuum at warm idle and 160-165 psi +or- 10% for the compression. Most times you can get the whole car for less than $500. Put some new rod bearings in it and be happy for the next 150-200K miles.
I believe that any 16 valve turbo engine, in good shape can make the horsepower levels that you desire with add on's, provided you are talking at the flywheel, at the ground may be a different story.
If you still think you'd like to rebuild, post again with how much money you want to spend.
