I seem to remember a similar article in the Roundel (BMw version of NINES).
Conceptually it would work, and really isn't that difficult (of course reliability is in the details). As an example, a fuel injector is just a permanent magnet and a set of coils that are energised with current (sort of a linear motion motor). The current flow generates a magnetic field about the coiled wires, which opens the needle of the injector.
Older fuel injection systems (new ones might still do this) would spray each cylinder once per revolution, while the crank rotates twice for each power stroke. So for an engine running just under 10K (the BTCC motors had a rev limit around 9500), the injector is operating at 18K cycles per minute. So you need a big injector magnet type set-up to operate the valves. I suppose packaging this under the hood is a definite challange.
Given time and money anything can be acheived>
