The following is what I have noticed: pure opinion.

Redline is usually an electronic cut-off. When the engine reaches this point the computer starts cutting fuel, retarding spark; things like that to keep the engine from exceeding this speed. Usually, the limit is several hundred rpm above the max power rpm. The max power speed is basically the speed where loss of torque, due mostly to less air actually filling the cylinder, falls faster than the increase in engine speed. Design factors that affect this point are: intake runner length and diameter, cam duration, and a whole slew of other things (i.e. I don't know and cann't remember the rest).

So if you change things to open up the breathing ability of the engine you can get more torque, or horsepower (which is either more torque at the same speed or the same torque at a higher speed).

As for the speed of operation: on my ng900 I had a whole in the muffler and it sounds like the engine was screaming at 3-4000 rpm. Mostly because the exhaust noise was right behind me. When I changed the muffler, it was quieter at 6000 rpm than at 2000. Generally, speaking the faster you rev the engine the quicker it wears out. Think of it this way: a car will go 400k miles at 2000 rpm, 200k miles at 3000 rpm, 100k at 4000, 50k at 5000 and 25k at 6000 (don't quote me on those numbers). But taking the engine to redline for than 10 seconds every 50 miles while normally running at 3-4k still gives you an engine with150k miles before it starts to lose compression.

Moral: take it to redline when you need to, it won't die! It's not like you will get more money if you sell it by babying it!
