The _loaded_ section height is what some manufacturers use as their rim to ground criteria. A 215 45 17 has a loaded rim to ground clearance of ~60.1 mm It depends a bit from tire to tire, but that is the average number. (assuming 207 kPa inflation pressure and 90% of max tire load) If the pressure is bumped up or the load reduced the rim to ground clearance will be greater.
A decent rule of thumb is to have 75 mm or more for most vehicles. You can get away with less, but it will cause higher loads. The amount of rim to ground clearance needed will be effected by:
ride travel (distance to jounce bumper)
un-sprung mass
tire/wheel construction
Suspension parameters (camber etc)
So when lowering a car and adding lower section height tires, you both reduce ride travel (requiring extra rim to ground) as well as reduce rim to ground clearance. Not good, but looks cool.
