O2 sensor question.

Hi,
I read on BB that it possible to connect a voltometer to O2 sensor in order to check whether the engine runs lean, OK or rich. Below 1V - lean, 1V - 14,7:1 air:fuel ratio, more than 1V - rich.
I have 9K CSE 2,3LPT '94 (Trionic 5) and I connected the voltometer to black wire (there are also two white wires for preheater I guess) of O2 sensor, and while I was driving to work this morning I was looking at what the voltometer was showing. I was surprised, because at WOT there was only 0,4-0,45V. I have a good quality digital voltometer, so I don't suspect it.
Can you tell me why is there such a diffrence? My car runs great - no check engine lights, fuel economy is OK - no prblems at all.
