You could go to a smaller turbo, which would really make a noticeable improvement (thus a decrease) in turbo lag. I will probably do this myself, if the darned original turbo on my car will ever die....
Of course, advancing the timing requires that you find a way, either mechanical or electronic, to increase the amount of timing retard under full boost. Do some searching on MSD or AID, etc..
I really can't say I notced much of a difference in spool up with installation of an Abbott downpipe and exhaust, as well as a high flow cat. There might be one, but it's so small as to be just as likely in my imagination.... Now, the APC that GM mentioned, can help out, but can take some tweaking to get things stable, depending on how far you want to go.
For my money, timing advance is the way to go to really improve low end response. At 3000 rpm+, there's a rather low amount of lag, even with my large T3 turbo. Of course, it's been quite a long time since my car has been stock (over a year), so maybe it was more dog-like than I am remembering. :)
