1. What do i need to move the oil cooler, and how will it mount

I guess you'd just have to determine how much hose you'll need, remove the existing hoses, take them to a hydraulic shop & have them put the old fittings on the new hose, then re-fit the cooler with the new hoses.

It was recently posted that the oil cooler will mount where the auto tranny's cooler would be (so, you're SOL if you have an auto.).

2. Can i get a bigger oil cooler from a junkyard? if so what will fit (what vehicle should i pull it from)

Don't know why you'd want to do this unless you are racing your car @ sustained high speeds. Every now & again I read on the 'net about non-
SAABers who use SAAB oil coolers on their projects. (Oh, and turbos, and intercoolers, and bypass valves, and APC systems... I even saw a guy who built a rally VW bug using SAAB a c900 front suspension!)

3. ive heard that fiats have small cooling fans, but i know of no fiat junkyards. do yall know of any other cars with small enough cooling fans.

Do a search here on "fan", "IC fan", etc. I seem to recall mention of an 8.5" fan.

4. any tips on installing the fan.

Do the search - lots written about this before...
