Shocks seem to last a very long time on the 9000, but, as Aaron says, the suspension bushes wear out. Like Aaron, I had good results just by replacing the front control arm bushes with new OEM ones on my '96 Aero with about 140K miles at the time (the old ones were completely shot), and polyurethane bushes on the rear anti-roll bar (these made an amazing difference for almost no money). I have since fitted some more poly bushes (including replacing the OEM control arm bushes I fitted previously). These do reduce the ride quality slightly, but not by a great deal.
Now I have the Abbott spring and Koni damper kit fitted and along with the super-grippy S-03 tyres, the car handles like it is on rails. I have the shocks set near their softest setting and the ride is actually more comfortable than the standard Aero ride, which is rather "crashy".
The Konis might be a good idea if you're thinking of changing the shocks anyway.
There are plenty of options, and it depends how far you can afford to go.
Don't overlook simple things like wheel alignment, which can also make a huge difference. Of course, if the control arm bushes are shot, the car won't hold alignment and adjusting it will be a waste of time and money.
