I've had the NJ license plate 'VIGGEN' since long before Saab decided to call a car 'Viggen'. About 1988, IIRC. And I'm not about to give it up, either. So far, it's been on three Saabs. 1984 900t, 1986 900t & 1986 900t CV (CV = Convertible)
'Viggen', as I'm sure you know, is the name of a Saab fighter plane used by the Swedish Air Force, and it has been around since the 70s. Viggen is short for åskviggen or 'thunderbolt'.
I dare say most of the 'VIGGEN' license plates have been awarded long before 1999 when Saab put the 2.3 liter turbo in a 9-3 & painted it blue. I know there is (was) a 9000 with the 'Viggen' plate in NY, and I'm sure there are many, many others.
