Changing the size of the orifices in the wastegate control lines will not change the constant pressure, but will give you a certain amount of overboost capability. Basically these work as a resistance, so it takes the pressure on the other side of the orifice longer to build to the value it is supposed to get to. But the final value is the same. I played with this on my '91 9000T. The making the hole size smaller is tough. You need very good machine tools (i.e. a good drill with stand and drill bits). Make the hole too small and you can get 20 lbs of overboost and they fuel injection cuts out. Make it too big and the car shows 'turbo lag' like symptoms.
