Why would it not hold peak boost under steady WOT when boost pressure is applied to one side of the diaphragm and manifold pressure (which will be just slightly less than peak boost) is applied to the other side, with spring pressure helping as well? i.e. the spring just needs to hold against the difference between the two pressures, which won't be a lot.
Fitting it this way round will make the valve more responsive.
