I figured it was a pre production or early production version for the huge variations in HP. I didn't get a chance to read the entire article, just parts of it.

Neon wise, I haven't heard of many reliability problems with that car, what are the problems? The Focus is a different story, TONS of recalls & to top it off, Colin Mcrae had a very difficult time with it in WRC :o)
