If you go with a custom tuner, perhaps they can, but I personally don't think so. The flow of the head and many other things probably affect the high rpm torque curve and there would probably be alot more mods to do other than a simple ECU tune. As officeboy said, there is the boost taper as well, which is actually programmed in, at least in the T5. This is probably due to the limits of the turbo's efficiency, so perhaps a much larger turbo would help a tuner program out the taper safely.

As far as the power tapering off a bit at 220 kph for you, this is probably the programmed in boost taper. My Hirsch tuned 1999 9-3 pulls strong all the way through 240 kph and continues slowly up to about 250 kph, without a pronounced feeling of power tapering off that you seem to feel.

What model do you drive? Perhaps more power is in order to make you happy. And wether it is at higher rpms than stock or at stock rpms like all the tuners do, you'll be happy. By the way, my power peaks at 5500 rpm and really starts tapering off at 5800 rpm. At that rpm, I think that my car is already traveling at 245-250 kph anyways. I think thats plenty of speed!
