What kind of fuel are you using there? 18 psi is well above the limits of the stock fuel system, at least on the 92 octane we get here. If you are running 18 psi stably, you must have the timing retarded significantly, or have really high octane fuel.
That said, your assesment of the RRFPR is essentially correct. You could set it for the stock fuel pressure (2.5 bar) which will still allow extra fuel under boost vs. the fixed rate. And, your cruising mileage should remain the same. The fact that you get 25 mpg city leads one to suspect your fuel system is running much leaner than it should, which adds further confusion to the mix. I've never seen MPG figures that high for ALL city driving, at least not consistently (remember EPA rated it at 18).
Running 18 psi should definitely get you in the HP range you describe. Check my web site for a couple dyno runs, guesstimate anywhere from 10-15% drivetrain losses, so divide my figures by 0.9 to 0.85 to get crank torque/HP. Keep in mind though I've got a good deal more than your car, including RRFPR, 24# injectors, water injection, full Abbott exhaust, high flow cat, and Jacobs ignition.
