The bump stop is there to stop the suspension from compressing to far.
Your complaining that the car is to high. Cutting the bumpstops will only allow your car to go lower, when the suspension is loaded up, (Like when your cornering or hit a huge bump).
What you need is smaller springs. This is the only thing that is going to lower the car. Or you can put in a couple hundred pounds and lower it that way!
You could also put in a bigger wheel/tire to take up some gap.
