I almost get sick when I see such a fine specimen damaged like that, you know, the saturn driver would have been picked up if were caught without his SEATBELT on. I swear in my neighborhood the only thing that seems to really make the police move is lack of a seatbelt. I see redlight runners all the time, and sometimes in front of cops, with no reaction. Checking for more dangerous violators such as Mr. Saturn the suspended license/drunk and such should be the emphasis of the police, then this might not happen.
