You should have asked this on the 9-5 BB. Non-performance questions are often ignored on this BB.

To answer your question; what you are noticing on your wheels is brake dust. There is nothing "wrong" with your brakes, but the dusting is a universal complaint regarding the 9-5. Do a search on the 9-5 BB and you will find a multitude of postings regarding this issue.

The only good solution is to install different brake pads. A popular choice are EBC Green-stuff pads, but they require an aggresive braking technique/habit or they will cause you other problems (disc deposits). I run Mintex Red Box pads, but they are a performance pad and as such are prone to occasional embarrasing brake squeal. Others are using ceramic brake pads with varying levels of satisfaction.

There is no perfect answer, Each owner has to reach a compromise between dust, occasional squeal, disc wear, disc deposits, etc...

At 54K miles the car's original front brake pads are probably shot. Were the pads replaced as part of the Certification process? Check your pads now if replacement/remaining life was not guaranteed in writing. A few purchasers of "Certified Vehicles" have been short-changed on level of repairs performed before the label was applied. Original front rotors usually die before 80K miles, rear pads are usually good until 100K miles and rear rotors are nearly permanent - continue to check all components regularly.
