A chargecooler is a IC which is cooled by water or another liquid. There is a radiator where the coolant is cooled which is pumped to a specially designed IC which uses h2o to cool the air. Chargecoolers are more for drag racing where the racer can pretty much freez the liquid to give the greatest cooling effect however some state chargecoolers can heatsoak much easier then a proper air-air IC.
Getting a proper air-air IC is the way to go. Depending on the HP you want to get simply using a 9K IC might be all you need!
