Yes, a different WGA would regulate the boost pressure without a MBC or BPC valve etc.
But the there is then a lot of boost lag, as the WGA will start dumping exhaust flow before things get to the target boost pressure, so it will take a long time to get there. The WGA spring will also have to be very stiff, and it a short WGA can that might not work very well. If you did all of that, you could add a SMBC to the WGA only setup to regain boost responsiveness.
A WGA only system would not have pressure overshoots, as things would be so slow.
A basic bleeder valve woth a WAG would be the equivalent of an adjustable WGA only setup, complete with the boost lag that that setup is famous for. The BPC valves are electro variable bleeder valves and in the T5 setups the expected boost lag was there too.
The boost lag is the expected result of a basic linear feedback control mechanism. The ball-spring MBC is a non linear feedback mechanism, and that has other warts, thus the need for the anticipator to get things the way that they should be. The ball spring setup could be replaced with an adjustable pressure switch controlling a solenoid valve feeding a basic bleeder valve. That would be even more non linear than the ball-spring MBC. But the ball-spring MBC is again simple cheap and effective.
