85 SPG Boost and Bypass Valve Problems

Hey, i own a 85 SPG. It runs great, but i am wondering if the bypass valve may be gone in it. I have a few questions.
1) Where exactly is the bypass valve located, so i can test it to see if it holds vacuum.
2) What are the telltale signs that it is not working properly?
3) When the car is idling, and then the gas is blipped lightly, there is a "hoot" noise from near the air mass meter, is this normal?
4) Lately, in 2 and 3 gear, the car won't boost to the end of the yellow, only about 2/3 of the way, but in 4th and 5th gear it will boost right to the end....why is this?
