Got Boost? I don't...help!

Well school is winding down, so I now have more time on my hands. Since I have time, I thought I would try to figure out why I have had less than stellar boost for the last few months. The car is a 1993 9000 Aero with 139k on the odometer so she is no spring chicken, but she still runs strong. So anyway, in order to figure out if my low boost was caused by my BPC valve I disconnected my W hose first and drove which I thought would give me no control over boost, and I would see off the red boost levels but no. I saw deep yellow boost, I know that the boost gauge in our cars aren't calibrated, but the car feels slow. So then I disconnected all the hoses and the electrical connection that run into the BPC valve still just high yellow levels of boost. Now this boost level doesn't seem to be base boost but instead somewhere in between full boost and base boost.
So what I think the problem might be:
-wastegate linkage; it has fallen off before and base boost had to be reset, but it still seem intact. how would I check this?
-DI cassette; it looks old and I don't have a reciept for it in the records the previous owner gave me but the problems I have don't sound like the tell-tale DI failure problems. What do you think?
-ECU; I have two ECU boxes, one waiting to be reprogrammed sometime when I have an extra few hundred laying around, but they both yield the same boost. Is there any way this could be the problem?
Any help would be appreciated
Thanks,
Chris R.
