If I understand your question clearly - you need to know where the APC solenoid "R" hose connects to the inlet side of the turbo. I did this (8V intercooler) mod too, and used the stock plastic inlet tube from a 16V engine to connect from the turbo to the 8V rubber snorkle. Aside from already having the solenoid R hose fitting hole, it also has the larger hole which connects to the hose fitting coming from the valve cover. I simply plugged that hole with a chassis rubber plug taken from a door, which fit perfectly. Your idea of utilizing the decel outlet hole on the side of the rubber snorkle would work just as well.
To make the 8V snorkle connect with the 16V plastic tube, I used the stock rubber coupling from that plastic tubing, with a short piece of 2" PVC plastic pipe to serve as a clamping stiffener inside where the rubber coupling overlaps the rubber snorkle.
