sound of air as the boost comes up indicates a leak somewhere.

i could not get much beyond 10 psi or so once when one of my intake pipe boots had partially come off. you mentioned that you pressure tested your components. did you do the test to include the vacuum lines (from the intake manifold) or just the components themselves? do you have an a/f gauge hooked up? if you do have a leak, you will run lean under vacuum and rick under boost. you may also be idling high, if not it may just be a leak that reveals itself under boost (hose clamps tight?).
