89 turbo idle troubles

just bought an 89 turbo. Car didn't run so i replaced the ECU. Now car runs but the idle oscillates between 1000 and 2000 rpm. If i listen to the injector firing, they run as the idle ascends but then they are turned off for a split second resulting in the idle falling to 1000 rpm where in which the injectors turno off again.

I checked the follwing components.

Coil
distributor
injectors
ingnition module
AIC
AMM

all of these things are working properly.

However when reading 02 output i only get .01 volts.

The car runs fine under power on the streets and on the freeway. It only acts up at idle. Would the TPS have something to do with my problem?

P.S. before i replaced the ECU .. the car was running so rich that i ended up draining 2 quarts of gas out of the crankase. The gas started to leak out of the rear engine seal. This probably messed up the cat hopefully not much else. Car only ran for about 30 min like that.
