Two possibilities, one good, one not.
#1. As the headlights have a right and a left, they may have different numbers to indicate this. Also the patterns woiuld be slightly different.
#2. You might have a LHD and a RHD pair. Not good.
Check out the triangular shaped, fluted section that provides the kickup for the right side of the road (in USA and Germany). That section should be on the same side of both lenses. In not, you have situation number 2. (Reverse the side for UK, etc. Either way, the triangular area should be on the same side.) Do NOT use RHD lights in LHD countries or vice-versa. It is unsafe and obnoxious to oncoming traffic. (This happens when JDM (Japanese Domestic Market) headlights are used in the US by the fast and furious crowd.)

E-Codes are so much better it is unbelieveable. I have used them (when available) since 1976 with my first Cibie H4 conversions in a VW beetle. That is pre-US legal halogens.
