Agreed.
The WRX does have understeer issues but so does the Viggen; the WRX is worse though. But it's those 2nd gear (low 3rd gear) turns where he will out corner you if he knows what he is doing. He can at least get the power down to two of his wheels. The Viggen will just be spinning it's tire while you "wait it out" and get it settled. Also, if I recall correctly, the WRX has more aggressive gear ratios than the Viggen which helps make up for the power issues. The Viggen should do better provided the turns are long and fast (it is balanced better) and you have experienced racers in both cars. On a tight coarse like this hill climb, it will probably come down to who has the most balls and is most aggressive in the multiple kinks and turns.

(hehe; i think the wrx has a bit more than "15 lbs" of torque)
