does sound very strange, had it part to inspect?
Feeding of MBC from TB or intake manifold does make pressure overshoots worse, thats why there is an anticipator in a MBC+A, eliminates that tendancy.
If you are getting 17PSI at that lower adjustment, that is all there is, the T5 ECU does fuel cuts at around 1.05 BAR. So you can't get more than that. Lower intake and exhaust restrictions will make the charge air cooler and more dense. You need a MBC+A to avoid fuel cuts at pressures close to the fuel cut pressure.
What MBC are you using? ball-spring type?
If you have previously tightened down the WGA to increase boost that way, that will cause greater pressure overshoots with a MBC and the result is then a lower boost setting and less power than otherwise.
