Not really sure what they mean by intake pipe?
It should be inlet pipe or delivery pipe.
The inlet pipe is the pipe that comes off the turbo and feeds air into it from the airbox. It's a nice upgrade due to it allowing the turbo to breath better.
The delivery pipe replaces the black plastic pipe that connects to the throttle body coming off the intercooler. It's also a nice upgrade but personally think that this is the last part of the intake system to upgraded.
In terms of HP gains. I've never seen any dyno results for the inlet pipe. All the data has been very subjective.
The delivery pipe gives a 10hp gain if the other componets of the intake system are upgraded first. This gain can be higher or lower depending on the quality of the other parts used.
All of this is very general information.
