Seeing how you are working on a budget, I'll try to keep it simple...

First you may to replace all of your old vacuum lines silicon, at 128K you probably have a few little leaks that are preventing your car from running as strong as it can. ($50)

Now go into your drive side fender well and open the plastic air filter box, the stock snorkel is very restrictive but opening the box will work a well as any open filter. If you search the board you should no problem finding pics of how people cut it up. ($0)

I would then go for a 3" DP and cat. You can get a JT set-up from a few of the site sponsors. The rest of the exhaust is not very restrictive, so replacing it isn't as important. If you want a little more grumble you can take it an exhuast shop and have them replace the center resonator with a piece of straight pipe. ($300-$400)

Now that you've got some more flow, give Jak a call and ask him to hook you up with SQR fuel and boost chips.(~$300)

You can tweek out your suspension by replacing the swaybar bushings, go to jegs or summit and order two pairs of 3/4" small u-bracket poly bushings. The get a set of round bushings for the where the sway bar hits the control arm. From eeuroparts grab a set of swaybar endlinks and polyeurathane control arm bushings. (~$100)

Don't forget to tie the engine down, replace both lower engine mounts if you haven't already and then replace the top dog bone and tranny mount with poly. You can check with Brad at KC Saab for those. ($150-300)

I'm assuming your brakes are in good shape, but if not you can get cross drills, pads and stainless lines for less then $500 altogether.

I would also recomend doing a custom short shifter, though you can get a premade one for $175 from saabsavior.com

The final and most important thing is tires. If you are running your stock wheels, go for BFG KDW's in 215/50 r16. ($500-600)
