Looks like a thermo electric chiller.
No the fuel is not compressed to any signifant degree, but if it was, the O2 sensor feedback would negate any effects of that.
But cold fuel would reduce intake temperatures, which would be good, but that is downstream of the injectors, so not something that the air intake temp sensor would know about, so the ECU might then be using less agressive timing to deal with high temps that is does see.
With high pressure fuel injection systems, the fuel flows are large and excess fuel bypassed back to the fuel tank. This excess flow does keep fuel temps down to some extent. But this means that the fuel chiller is then needing to chill the whole flow which is very silly and ineffective.
And note that the specific heat of fuel is very low, so the effect of this on the intake air would be less than you might expect.
Very cold fuel would have some atomization issues too.
A 200 watt thermoelectric module will draw around 25 amps. That is a lot of power. The unit needs to reject heat and it would need to be installed somewhere else than in the engine bay. It would be better if the unit was fan cooled too. The unit appears to have four thermo modules and for heat sinks.
For a custom competion install, if there was a small insulated fuel cell, then this might function ok. Otherwise it has very limited or no value for a typical street application.
