Boost gauge, my old Group 6 chips...

Get yourself a calibrated vacuum/boost gauge with real numbers on it, first off.
What actual pressure numbers do they say you're supposed to be making?
The instructions for the Group 6 chipset I've had in our '92 since, oh, '96 or so say 1.1 bar (~16psi) at 3000, 1.0 bar (14.5psi) at 4000, 0.9 bar at 4500, and 0.8 bar above 5000RPM.
I'd never really gone in and done it 'right' before (I know the car had bits of broken catalyst in the center muffler, too) so after I hung the JT exhaust on the car (and being a little better tooled-up these days than in the past) I decided to wrench things up to where they belong.
I stuck the wideband O2 on it and cranked the wastegate clevis down to the end of its threads and still could only get ~14psi peak tailing off to maybe 11psi at redline. The good news is that at WOT it still maintained an 11:1 air-fuel ratio all the way up.
So I pulled out the wastegate actuator and cut 1/4in off the end of the shaft and off the clevis, screwed it down further. Maybe a little too far, I'm now seeing 19psi peak. Feels really good. I shouldn't be greedy, though.
Need to put the wideband back in the car before I stand on it much, make sure it can maintain 11:1 AFR at WOT, make sure the boost tails back smoothly as it's supposed to...
