Heat transfer to the intake charge via the throttle body is pretty negligible. The intake air is moving quite fast and only the outer edge of the moving column of air contacts the throttle body. Being only a few inches of the entire intake system it cannot have a significant impact on charge temperature.
After enjoying some spirited driving, open your hood and (briefly!) feel your throttle body and your intake manifold- you will find that they are pretty similar temperatures, and no water is directly heating your manifold.
I wouldn't fix what isn't broken, and I sure as hell would not want to contend with a frozen throttle. If you really want cold intake air, look into water injection.
